About Lucas Fondo

Lucas Cosmas Fondo is the Executive Director at TEMA Digital Research (TEMA) Organization.

He is a Governance Human Rights Advocate with a working experience of over 22 years in the field.

He has a passion for public finance, and social accountability, with significant experience in budget training and advocacy, enhancing public participation in governance.

Lucas Cosmas Fondo is an alumni of the International Budget Partnership Kenya Budget facilitators programme having accomplished the training under cohort 1. Of the programme.

He is currently the appointee of the Governor to represent CSOs in the County Budget and Economic Forum (CBEF) for Mombasa County having previously served in the Mombasa County Finance Task Force.

He has previously worked for various renowned Civil Society Organizations including the Local Empowerment for Good Governance (LENGGO) in the capacity of the Executive Director and as a county Coordinator for Mombasa County at the Centre for Law and Research International (CLARION).

About Jimmy Kamude

Jimmy has a formal background in broadcast journalism spanning at least 15 years of active practice and proven success in collaborating with various organizations, Jimmy brings extensive experience in the communication field. He is youthful, optimistic, charismatic, and a firm believer in humanity and climate resilience.

Within the newsroom, Jimmy has worked with several mainstream organizations, including KTN News, Radio Africa Group, and AFPtv. He has also contributed to the BBC, Irin (currently The New Humanitarian), and the civil society organization Inform Action as a filmmaker and producer.

His versatility and commitment to quality, coupled with his unique ability to foster structured and informative conversations that address human-focused issues, have enabled him to work closely with the Food and Agriculture Organization (FAO) and USAID’s Livestock Market System Activities on projects related to climate resilience and poverty mitigation. These roles, primarily on a consultancy basis, have seen him contribute as a photojournalist, writer, and producer.

Jimmy also served as a communication advisor to former Kitui County Governor Hon. CK. Ngilu, supporting her in both public service and her role as the county’s chief executive.

About Cerullo Masha

Cerullo Masha is the Programs Support Officer and a Budget Champion at the Coast Regional Budget Hub. He holds an academic degree in Economics and Sociology from Egerton University. Cerullo brings a unique blend of analytical skills and sociological insight to his advocacy work. With previous experience as a Monitoring, Evaluation, Research, and Learning (MERL) Associate at Act Change Transform (Act!) and as a Programs Assistant at Local Empowerment for Good Governance (LENGGO), Cerullo has honed his expertise in project management and community engagement.

As a passionate advocate for budget transparency, Cerullo champions community involvement in the budget-making process and governmental accountability. His commitment to fostering transparency and accountability in government operations underscores his dedication to ensuring equitable resource allocation and inclusive decision-making processes for all stakeholders.

About Erick Karisa

Eric Karisa Mgoja serves as the Program Officer in charge of the Democratic, Inclusive Governance, and Accountability Project at TEMA Research Organization. Before joining TEMA Research, Eric Karisa Mgoja worked for the Institute For Land Governance and Human Rights (INLAGHR), commonly known as Kilifi Social Justice Centre, where he was the Rapid Response Officer and Head of Programs. He also worked for Muslims For Human Rights (MUHURI) for eight years, focusing on Social Accountability, Human Rights and Access to Justice, Environmental Justice and Corporate Accountability, Equity, Inclusive Governance, and Public Participation. Additionally, he worked for Human Rights Agenda (HURIA) for three years as the Project Officer in charge of the Social Accountability and Good Governance Project.

He is a trained Budget Facilitator by the BAJETI Hub, formerly known as the International Budget Partnership (IBP) Kenya. Eric holds a Diploma in Development Studies from Mount Kenya University and studied Community Paralegalism and Street Law at the University of Western Cape in Cape Town, South Africa. He is currently pursuing a Bachelor of Arts Degree in Justice and Security Studies at Mount Kenya University.

As a Public Finance Management and Devolved System of Governance practitioner, he is passionate about Democratic, Inclusive Governance, Equity, Participatory Governance, and Budget Transparency and Accountability. Based in the Coast Region of Kenya with interests across the country, he is a Budget and Public Policy analyst with a focus on Decentralization and Public Participation. Eric actively participated in the discourse that led to the enactment of the Constitution of Kenya 2010 and is dedicated to building inclusive and progressive societies, strengthening public accountability, and advancing equity, inclusivity, public participation, and budget transparency and accountability in Kenya and beyond.

He was instrumental in the emergence of Civil Society Networks and Coalitions focused on accountable governance in Kilifi County and throughout the Coast Region. Eric has contributed significantly to the Training, Technical Assistance, and Networking (TTAN) team’s efforts to strengthen civil society capacities. He has helped build the capacity of budget champions to read, understand, and analyze key budget documents, conduct advocacy on public finance management and fiscal justice issues, and hold both county and national governments accountable to advance social justice and human rights in Kilifi County and the entire Coast Region.
